Ashburton Project Description
Tuerk House, a long-standing provider of residential and outpatient substance abuse treatment in Baltimore, is undertaking the next phases of its multi-year campus redevelopment. Building on the success of Phase I, which fully renovated the third floor, this phase includes both the rehabilitation of the existing building and the construction of a new wing. Planned improvements include upgrades to major building systems, kitchen and dining renovations, enhanced security measures, reconfigured residential suites, and redesigned common and supportive service spaces. These changes will expand residential capacity from 75 to 96 beds and create a more therapeutic and efficient environment for residents and staff.
Residents of Tuerk House are very-low income individuals in recovery from chemical dependency. The campus provides comprehensive supportive services, including case management, employment training, financial education, and primary health care delivered at an on-site health center. The project will also create community benefits, including a Pantry on the Go program in partnership with the Maryland Food Bank and a recovery-themed mural in collaboration with the Maryland Institute College of Art. Located in the Greater Rosemont/Mondawmin neighborhood, the campus is within walking distance of groceries, pharmacies, transit stops, and Gwynns Falls Park, providing residents with access to essential amenities and green space.
The project has already secured financing commitments from the Abell Foundation, the Weinberg Foundation, Medicaid, and the Maryland Department of Mental Health and Hygiene. Full funding will be achieved upon award of a Federal Home Loan Bank (FHLB) Pittsburgh Affordable Housing Program grant. Once complete, the improvements will allow Tuerk House to continue its mission of delivering high-quality, person-centered treatment while meeting the growing need for recovery housing in Baltimore.
Stone Sherick Consulting Group’s Role
SSCG will provide technical assistance to Tuerk House during the feasibility and funding phases of this redevelopment. Services will include reviewing project budgets and proformas, assessing financial feasibility, and identifying and evaluating public and private funding sources to complete the renovations. Following feasibility review, SSCG will assist in preparing and submitting funding applications to multiple sources, tailoring each submission to meet program requirements. By guiding Tuerk House through these steps, SSCG will help ensure a sound financial plan and position the project for successful completion.
