The Bigham Homes development is a mixed-income affordable housing initiative led by People’s Emergency Center through its community development affiliate, People’s Emergency Center Community Development Corporation (PECCDC). Located along Powelton Avenue and Haverford Avenue in West Philadelphia, the project was designed to transform vacant and blighted properties into high-quality affordable housing serving low-income households, formerly homeless families with special needs, and local artists. Developed as part of PECCDC’s broader neighborhood revitalization strategy, Bigham Homes supports long-term community stability while helping preserve affordability in an area experiencing ongoing investment and redevelopment pressures.
The development includes 29 affordable rental units across two sites totaling approximately 40,000 square feet. The project features a mix of two- and three-bedroom apartments designed to serve a range of household needs, including supportive housing for chronically homeless families and affordable live-work housing for artists. The Haverford Avenue site introduced artist-focused housing intended to preserve the neighborhood’s creative community amid rising housing costs, while the Powelton Avenue site replaced long-vacant structures with new affordable family housing. The development also incorporated accessible and VisitAble units, sustainable and energy-efficient building strategies, and neighborhood-oriented design intended to strengthen surrounding residential corridors and reinforce community investment.
Bigham Homes was strategically located near major employment centers, healthcare institutions, retail corridors, and extensive public transportation access, providing residents with strong connections to jobs, services, and educational opportunities throughout Philadelphia. Residents also benefited from access to People’s Emergency Center’s broad network of supportive services, including case management, employment and training programs, financial literacy education, childcare resources, and housing stabilization support. The project represented another key step in PECCDC’s long-term effort to combine affordable housing development with neighborhood revitalization and community empowerment throughout West Philadelphia.

Stone Sherick Consulting Group provided project development consulting support for the Bigham Homes development, assisting with development planning, financing coordination, and implementation strategy for this multi-site affordable housing initiative. Their role included supporting applications for public financing programs, coordinating layered affordable housing funding sources, and assisting with project structuring and predevelopment activities necessary to move the development forward. Stone Sherick worked alongside the ownership and development team to help advance a community-focused project centered on affordable housing creation, supportive housing, sustainability, and long-term neighborhood reinvestment in West Philadelphia.
