Cliveden Apartments

Cliveden Apartments is a new construction affordable senior housing development located in the Mt. Airy/Germantown section of Philadelphia, adjacent to NewCourtland’s Cliveden Convalescent Center at West Johnson and Greene Streets. Developed by NewCourtland Elder Services, the project expands the organization’s mission of providing high-quality healthcare and housing services to low-income seniors regardless of financial circumstances. The development consists of a four-story, 52,125-square-foot building containing 62 one-bedroom apartments designed to support independent living for frail and very low-income seniors. A minimum of sixteen units are targeted to residents transitioning into or out of nursing homes who require additional supportive services to remain stable in a community-based setting.

The building is fully sprinklered and designed to be fully “visitable,” with multiple units accessible to residents with mobility, hearing, and visual impairments. The development includes an approximately 1,100-square-foot community room with kitchenette, offices for management and social service staff, common laundry facilities on each floor, and onsite parking exceeding zoning requirements for senior housing. Landscaping features a large wandering garden with drought-tolerant plantings for resident enjoyment. The project meets the Pennsylvania Housing Finance Agency’s green building standards and incorporates sustainable features including a green roof for stormwater management and porous pavement in the parking areas to reduce environmental impact.

Cliveden Apartments is strategically located in a safe, service-rich neighborhood with convenient access to public transportation, retail corridors, healthcare providers, and senior service organizations. To ensure deep affordability, NewCourtland created a $1.2 million internal rental subsidy fund, enabling 24 of the 62 apartments to serve households at extremely low income levels. Residents have access to a continuum of supportive services, including NewCourtland’s LIFE Program, which provides comprehensive medical and social supports such as home care, adult day services, meals, transportation, and telehealth monitoring. Through its combination of affordable housing, healthcare access, and supportive services, Cliveden Apartments strengthens housing stability for vulnerable seniors while allowing them to age in place with dignity and independence.

Stone Sherick Consulting Group – Role

Stone Sherick Consulting Group provided development consulting and owner’s representative services for Cliveden Apartments. The firm assisted with securing Low-Income Housing Tax Credits and other public financing sources, coordinating funding applications, and structuring the project’s capital stack. Stone Sherick also supported design development, contractor procurement, budgeting, and value engineering efforts.

During construction, Stone Sherick oversaw project management functions including schedule monitoring, draw coordination, cost control, and compliance with tax credit and funding requirements. The firm worked closely with the development team to ensure the project was delivered within underwriting parameters and met all regulatory and investor obligations through completion and placed-in-service.
