Liberty 13 on Vine

Liberty 13 on Vine involved the new construction of a 14-unit apartment complex designed to serve very low-income individuals with physical disabilities, many of whom were formerly experiencing homelessness. Thirteen of the units were developed as permanent supportive housing, with one additional unit reserved for an on-site superintendent. All residential units were fully accessible, 100% wheelchair accessible, and 100% visitable. Each accessible apartment was designed as a one-bedroom unit and reserved for residents earning at or below 50% of area median income, with most tenants falling within the 17%–30% AMI range. The development played a critical role in expanding housing opportunities for individuals with severe physical disabilities who otherwise had extremely limited options outside of institutional settings.

The project is located on Vine Street in the Haddington neighborhood of Philadelphia and includes a range of on-site amenities designed to support independent living. These include a common gathering room, offices for supportive services, laundry facilities, a paved brick courtyard, porches, and open outdoor space. The location was selected for its strong access to public transportation and its placement along a main commercial and residential corridor with curb cuts and fully accessible pedestrian routes. Residents benefit from nearby access to retail shops, restaurants, and a hospital, all of which supported daily living needs and community integration. All residents transitioned from nursing home care, where they had previously lived solely due to the lack of appropriate, accessible housing options in the community.

On-site supportive services are provided to promote economic independence and long-term stability for residents. These services include case management focused on helping residents obtain and sustain employment, private transportation to and from job sites, and on-site job training programs aimed at reducing unemployment among individuals with physical disabilities. The project sponsor secured site control, zoning approvals, and financing prior to construction, with funding provided through a combination of AHP subsidy, HUD 811 resources, and support from the City of Philadelphia. The City also donated the project site to the sponsor. Liberty Housing Development Corp. developed and manage the property, while Liberty Resources provide the on-site supportive services. Liberty 13 on Vine ultimately restored dignity and independence to residents who desired to live within their community rather than in institutional environments.
