Linda Lockman-King Apartments
Linda Lockman-King Apartments is a planned four-story, 33-unit affordable housing development located at 5500 Haverford Avenue in the Haddington / Mill Creek neighborhood of West Philadelphia. Designed as a general occupancy community, the building will feature four one-bedroom, nineteen two-bedroom, and ten three-bedroom apartments, with nine fully accessible units and two units designed for the hearing or visually impaired. The development will offer high-quality, energy-efficient housing built to PHFA’s green building criteria, Enterprise Green Communities standards, and Reduced HERS requirements. Amenities will include a 495-square-foot community room, a management office, and an office for supportive services.

The project will target low- and very low-income families, with four apartments affordable to households earning at or below 20% of area median income (AMI), nineteen units for households at or below 50% AMI, and ten units for households at or below 60% AMI. Rent subsidies from the Philadelphia Housing Authority will ensure long-term affordability. The development will address the neighborhood’s severe shortage of safe, quality, affordable housing and help alleviate the burden faced by families currently living in overcrowded or substandard conditions. As an infill development on a vacant lot, Linda Lockman-King Apartments will also help stabilize the surrounding area and serve as a catalyst for further investment.

Once complete, residents will have access to WCRP’s proven model of supportive services, which has been refined over three decades. These services will focus on immediate needs such as healthcare, food, clothing, utilities, and safety, as well as long-term goals like employment preparation, education access, and community engagement. Located along the Haverford Avenue commercial corridor, the development will be within walking distance of retail, groceries, and public transportation, with direct connections to employment hubs like University City and Center City. This combination of stable housing, supportive services, and strong community connections will promote lasting stability and economic mobility for residents.

Stone Sherick’s Role
Stone Sherick will serve as a development consultant for the Linda Lockman-King Apartments, assisting WCRP with project financing, Low-Income Housing Tax Credit (LIHTC) applications, and funding coordination with public and private partners. The firm will provide expertise in navigating regulatory requirements, optimizing the development budget, and ensuring the project meets PHFA and City of Philadelphia standards. Stone Sherick’s role will also include overseeing timelines, coordinating with the design and construction team, and supporting WCRP’s efforts to maintain long-term affordability while delivering high-quality housing for low-income families.
