Mt. Vernon Manor Phase 2

Mt. Vernon Manor Phase 2 is a major affordable housing preservation and revitalization project located in the Mantua neighborhood of West Philadelphia and is a central component of the broader Mantua Promise Zone and “We Are Mantua!” Transformation Plan. The development represents the final phase in the redevelopment of Mt. Vernon Manor Apartments, a community originally constructed in 1978 and long identified by residents and stakeholders as a critical opportunity for neighborhood stabilization. Led by the nonprofit owner, Mt. Vernon Manor, Inc., the project builds upon extensive community planning supported by a HUD Choice Neighborhoods Initiative grant and reflects a coordinated public and private investment strategy focused on equitable redevelopment.

The project substantially rehabilitated 48 previously vacant and dilapidated apartments across three low-rise buildings, completing the redevelopment of all 123 units owned by Mt. Vernon Manor, Inc. The gut rehabilitation replaced all major building systems, fixtures, and finishes, reconfigures unit layouts to improve livability, addresses long-standing moisture infiltration issues, and adds resident amenities including a management office and community room with a kitchen. The development includes a mix of one-, two-, and three-bedroom units, with ground-floor accessible apartments and additional visitable units. All apartments are rent-restricted between 20% and 60% of Area Median Income, with project-based Section 8 vouchers supporting deeper affordability and long-term housing stability.

Mt. Vernon Manor Phase 2 plays a critical role in preserving affordable housing in a rapidly changing neighborhood experiencing significant market pressure from nearby universities and institutional investment. As property values rise and market-rate development accelerates, the project ensures that long-time residents and low-income households are not displaced from a well-located, transit-rich community with access to major employment centers, public transportation, parks, educational institutions, and neighborhood services. By completing the full redevelopment of Mt. Vernon Manor, the project protects prior public investment, strengthens the local housing ecosystem, and delivers lasting physical, social, and economic benefits to the Mantua community.

Vernon Manor Phase 2, including assistance with financing strategy, preparation of tax credit and public funding applications, budgeting, and coordination with public agencies and development partners through project implementation.
