NewCourtland Apartments at Allegheny 2

NewCourtland Elder Services developed the NewCourtland Apartments at Allegheny 2 as the second phase of a larger senior living and healthcare campus located at 1900 West Allegheny Avenue in North Philadelphia. The project was designed to expand affordable housing opportunities for low-income seniors while integrating supportive healthcare and aging-in-place services through NewCourtland’s LIFE (Living Independently for Elders) program. Phase 2 added 45 one-bedroom affordable senior apartments to the existing campus, which already included a 16,000-square-foot LIFE Center and a 60-unit affordable senior housing development completed in Phase 1. The development targeted frail and medically vulnerable seniors, with approximately half of the units intended for residents eligible for LIFE program services, allowing seniors to remain independent and avoid unnecessary institutional care.

The six-story addition contained approximately 35,000 square feet and was constructed using durable concrete block and pre-cast plank systems designed for long-term performance and fire resistance. The building included fully accessible and sensory-impaired accessible units, shared common areas, community gathering space, management and supportive service offices, laundry facilities, and direct access to an on-site senior center. The project was designed in accordance with Pennsylvania Housing Finance Agency green building and energy-efficiency standards and included on-site parking and full visitability throughout the property. Residents benefited from comprehensive supportive services, including wellness programming, healthcare coordination, transportation assistance, social services, and access to medical care through partnerships with Temple University Hospital and NewCourtland’s LIFE program.

The development played a major role in the revitalization of a former industrial brownfield site along Allegheny Avenue and was viewed as a catalyst for broader neighborhood redevelopment in the Allegheny West and Tioga communities. The project aligned with multiple neighborhood revitalization initiatives and city planning goals focused on affordable housing, senior services, and corridor redevelopment. Located near major transit routes, shopping corridors, healthcare providers, and community amenities, the project created high-quality affordable housing specifically tailored to the needs of aging seniors living on limited incomes. Funding for the development included City of Philadelphia support, low-income housing tax credits, tax-exempt bonds, Philadelphia Housing Authority operating subsidies and project-based voucher requests, Federal Home Loan Bank financing applications, and private lending commitments. Through the creation of this integrated housing and healthcare campus, NewCourtland continued its broader mission of providing affordable housing, healthcare access, and supportive services that enable seniors to age in place with dignity and independence.

Stone Sherick Consulting Group’s Role
Stone Sherick Consulting Group provided owner’s representative and development consulting services for the project, supporting the financing, planning, and implementation of the affordable senior housing expansion. SSCG assisted with coordinating development activities associated with low-income housing tax credits, tax-exempt bond financing, City of Philadelphia funding, and Philadelphia Housing Authority operating subsidy applications. The firm also supported project planning, predevelopment coordination, construction oversight, and collaboration among the owner, design professionals, contractors, and financing partners to help advance the project from early development through construction and occupancy.
