Patriot House

CATCH – Citizens Acting Together Can Help, Inc. developed Patriot House, a permanent supportive housing project designed to serve chronically homeless veterans with mental health and/or co-occurring substance use disorders in South Philadelphia. The project created 15 affordable housing units—13 one-bedroom apartments and 2 efficiencies—spread across three 3-story walk-up buildings and one 2-story walk-up building. Three units were made fully accessible to residents with physical disabilities.

Patriot House was developed as a long-term housing solution, aligned with HUD and the City of Philadelphia’s efforts to end chronic homelessness. It provided not only permanent housing but also integrated, wraparound supportive services essential for stabilization, recovery, and self-sufficiency among homeless veterans—especially those disconnected from services after serving in the Vietnam era.

The project involved the complete rehabilitation of four adjacent buildings, totaling nearly 12,000 square feet of residential space. Renovations included masonry restoration, installation of Energy Star appliances, interior upgrades, and sprinkler systems. Located near public transit and essential services, the site was well positioned for residential stability.

Stone Sherick Consulting Group played a central development consulting role throughout the planning, funding, and preservation phases of Patriot House. Stone Sherick:

  • Provided strategic financing coordination, helping to secure layered capital sources including LIHTC and public grants.
  • Led predevelopment efforts, ensuring zoning approvals, site control, architectural planning, and environmental review were in place.
  • Guided CATCH through the PHARE funding application process, both in 2019 and in subsequent funding rounds, crafting a compelling narrative around the urgent need for capital repairs.
  • Advised on project sustainability, including long-term asset preservation and alignment with state housing goals for special needs populations.

By navigating the complexities of supportive housing development, Stone Sherick helped transform a scattered group of buildings into a unified, high-quality housing community for some of Philadelphia’s most underserved residents—veterans in need of both housing and healing.
