Phase 2 will create 38 deeply affordable rental units for individuals and families earning at or below 50% of the Area Median Income. The development will include a mix of one-, two-, and three-bedroom apartments, including ADA-accessible and VisitAble units to support residents with mobility needs. At least 25% of the apartments will be reserved for individuals experiencing homelessness, with additional units expected to serve residents with special needs or supportive housing needs. Residents will have access to Pathways’ Housing First service model, which combines stable housing with voluntary wraparound services including behavioral healthcare, case management, employment support, housing counseling, and community-based resources focused on long-term stability and independence.
The scattered-site development is designed as an innovative neighborhood revitalization strategy that transforms underutilized “gap tooth” vacant lots into high-quality affordable housing integrated into the existing fabric of the community. Residents of Phase 2 will also have access to shared amenities established in Phase 1, including community gathering spaces and on-site management offices. Located near public transportation, grocery stores, healthcare providers, parks, retail corridors, and Temple University, the project strengthens housing access and neighborhood stability while supporting Pathways’ broader mission to reduce chronic homelessness in Philadelphia through permanent supportive housing and community-centered development.
Stone Sherick’s Role in the Project
Stone Sherick Consulting Group served as a project development consulting partner for the 17th Street Community Corridor – Phase 2, supporting the advancement of the project through predevelopment, financing coordination, and overall development strategy. Their work included assisting with affordable housing funding applications, helping coordinate layered public financing sources, and supporting the project’s readiness for competitive funding opportunities including LIHTC and other public subsidy programs. Stone Sherick also worked closely with PHWC and the broader development team to help guide project planning, implementation strategy, and coordination efforts necessary to advance the next phase of this large-scale supportive housing initiative.
