The Allegheny West Plaza

Allegheny West Plaza, now a completed development, is a transformative mixed-use project located in the Tioga neighborhood of Philadelphia. Led by the Allegheny West Foundation (AWF), the project turned a long-blighted property into a vibrant community hub—bringing 45 affordable one-bedroom senior apartments (for individuals age 62+), commercial retail space, and AWF’s consolidated office headquarters to a historically underserved area.

The four-story, 55,295-square-foot building was designed with energy efficiency and accessibility at the forefront, achieving Passive House standards and incorporating 100% visitable units, 12 fully accessible units (twice the required number), and four units for residents with sensory impairments. Each apartment includes modern features like dishwashers and fully equipped kitchens, while shared amenities include a 1,287-square-foot community room, a shared laundry facility, and on-site management.

In addition to the housing component, the project includes 5,470 square feet of commercial space with separate entrances. A portion is occupied by AWF’s Tasty Thrift Shop, while the remainder is available for local retail, creating opportunities for jobs and economic development. Residents benefit from excellent access to public transit and local services. A landscaped parking area provides 14 dedicated spaces.

Allegheny West Plaza addresses the critical need for deeply affordable senior housing in the area, offering five units for seniors earning below 20% AMI, 30 units for those below 50% AMI, and 10 units for those below 60% AMI. A 30-year rent subsidy from the Philadelphia Housing Authority ensures long-term affordability.

The project was funded through a powerful combination of local and state support, including funds from the City of Philadelphia (CDBG/HTF/HOME), PHFA Low Income Housing Tax Credits, PHARE RTT/HTF, and Pennsylvania’s RACP program, alongside City of Philadelphia Commerce Department grants.

Stone Sherick’s Role:

Stone Sherick Consulting Group (SSCG) played a critical role in the successful realization of Allegheny West Plaza. As a strategic development advisor to AWF, SSCG guided the project from concept through financing and execution—helping secure a highly complex and layered funding package that included Low-Income Housing Tax Credits, PHFA PHARE funds, HOME and CDBG grants, Federal Home Loan Bank financing, and two major RACP and Commerce Department awards for the commercial component.

SSCG also provided development structuring expertise, assisting with zoning compliance, cost estimating, and financial modeling to ensure long-term sustainability and feasibility. Their work was instrumental in aligning the project’s design with Passive House and accessibility goals, enhancing both livability and operating efficiency.

By managing the coordination among public funders, architects, and community partners, Stone Sherick ensured the delivery of a high-impact, mixed-use development that now stands as a model of neighborhood reinvestment and equitable development in North Philadelphia.
